High Frequency Words - These are words that we see everywhere, and because of this, the better we know them, the better we will be able to read fluently. Most of these words can be sounded out.
Sight Words
These are words that can't be sounded out because they don't follow any rules. So repetitive practice and exposure help with learning these words. Sometimes part of a word can be sounded out, but the more we memorize these words, the more fluent our reading will be.
The goal is not to have to sound out as many words as possible. This helps us with fluency and comprehension. The more words we have to sound out, the less comprehension and fluency we have.
